In Corsico, Lombardy, Italy, on August 5, 1924, Virginio was born. In 1947, he graduated with a law degree from the University of Pavia. After that, he obtained his master’s degree from Yale University and worked as a lawyer for two years, up until 1950. Virginio served as a counsellor in local government during that time while also working as a lawyer.
From there, he served as deputy mayor for three years until 1967. Virginio began his political career in 1968 and was elected to the Chamber of Deputies, where he served as a representative for seven years until 1994.
